Overview of the Aviation Situation in Dubai
Recent weeks have been quite challenging for airlines in the Middle East, especially following the impacts of the Iran conflict. The safety concerns have forced airlines to suspend operations, but there's a more significant question looming: will passengers feel comfortable flying with Gulf carriers in the future, even as the situation stabilizes?
Just as airlines were hoping for a recovery, Dubai made a stringent decision regarding flight operations. From now until May 31, 2026, Dubai will only allow each foreign airline to operate one flight per day to the city’s airports.
New Regulations from Dubai
Less than a month ago, Dubai had ordered a ban on all foreign airlines. This decision came during a time when fuel tanks near the airport were attacked, which explains the safety rationale behind this measure. However, as reported by Reuters, Dubai has now implemented a new policy, drastically reducing foreign airline services to just one flight per day.
A statement from Dubai Airports clearly indicated: "Airlines will remain limited to one flight per day until capacity allows for more flights," adding that "additional seats will be allocated if capacity permits." This policy has not been well-received by some airlines. For instance, United Airlines is relatively unfazed since they only operate one flight per day to Dubai, even though their current service is temporarily suspended.

Impact on Indian Airlines
However, the situation is different for Indian airlines. Some of these carriers operate dozens of flights daily to Dubai, which is typically one of their largest international destinations. Associations representing Indian airlines are urging their government to take retaliatory action and impose similar policies on Dubai-based airlines like Emirates and FlyDubai. Limiting Emirates to just one flight per day to India would have significant repercussions if enacted.
Is This Policy Justifiable?
Some argue that this policy is merely a protectionist move for local airlines, but there are doubts about the logic behind it. From my perspective, there are two main issues to discuss: the restriction of foreign airlines and the manner in which it is implemented. If the decision is to limit international carriers, then the approach seems unreasonable. Clearly, a reduction in capacity is needed, but it should be proportional to pre-conflict levels.
In other words, it doesn’t make sense for one airline to operate just one flight per day while another, which previously had ten flights, is forced to reduce capacity by 90%. Regarding safety, if this policy is genuinely aimed at protecting security, is one flight per day truly safer than multiple flights? Or are there resource issues like fuel constraints?
Long-Term Consequences and Future Outlook
While we see aviation gradually stabilizing, it will take time for everything to return to normal. Until May 2026, Dubai will continue to limit foreign airlines to just one flight per day. This decision seems extreme, and the methodology appears unreasonable, especially given the vast differences in the number of flights that foreign airlines operate to Dubai.
Indian airlines clearly believe that Dubai is attempting to protect domestic carriers and are calling on the Indian government to implement retaliatory policies.
